Dr Mahadevappa

Scientist

Plant Breeder (Rice)

Devoted his early career of 12 years to breeding rice varieties in a remote research station called Vishweshwaraiah Canal Farm (VC Farm), Mandya forgoing his promotions and transfer to Bengaluru. His innovative and pioneering research work led to outstanding contributions. The nine rice varieties released (Madhu, Mangala, Pushpa, Pragathi, Intan, Vikram, GMK-17, Mukthi and Bili Mukthi) were not only high yielding but were suitable for cultivation in adverse soil conditions such as saline, drought, etc. expanding the cultivated acreage. They are widely recognized and used by the farming community, hence contributing several crores to the exchequer of the state and centre, every year, since 1972. One of his prestigious rice varieties 'Intan' bred for the 'hilly agro climatic zone' of Karnataka, alone contributed at least Rs. 355 crores ever since the release of this variety in 1972. He also introduced ratoon cropping in rice and additionally developed technologies to minimize harvest, post harvest and milling losses in rice.

Hybrid Rice

Provided leadership to develop and release the first 2 hybrids (KRH-1 & KRH-2) at national level by developing male sterile lines.

Visiting Rice Breeder, International Rice Research Institute, Manila, Philippines

He worked at IRRI for two and a half years continuing to breed for improved rice varieties. He presented his research papers in 18 countries during this time and had academic interactions with scientists in 21 nations who richly benefited from his experience and expertise.

Chairman of the Agricultural Scientists Recruitment Board (ASRB), New Delhi (2001 - 2002)

In recognition of his scientific contributions, potential in research, academic administration and institution building activities, the Government of India chose him to be the Chairman of the ASRB. Seeing this as an opportunity to develop Human Resources of the ICAR system, he made bold radical changes introducing transparency in recruitment for the first time and expedited the process of academic promotions by following recommendations of the Parliamentary Committee. Prof. Mahadevappa's contribution is unique in the sense he cleaned the backlog of both fresh recruitments and promotions pending for more than 15 years, both at the University (2397) and ICAR (>3000) levels very smoothly with no observations or complaints legally or from associations / unions or the governments, which has historically never been the case. Many universities and recruitment commissions across the country utilized his participation for recruitment. This brought laurels to Professor Mahadevappa as the builder and up grader of talented human resources to serve the ICAR system and for having encouraged scientists and other employees of the Council to further contribute to the cause of agriculture and farming community.

Director of Rural Development, JSS Mahavidya Peetha (2002-2021, Honorary)

After retirement from government services, he was serving at JSS Mahavidya Peetha, Mysore, a reputed NGO with 340 institutions in four countries till he breathed his last. His goal was to upgrade the socio-economic status of Below Poverty Line farmers by providing long term sustained employment. He implemented the novel 'seed village' concept with the support of Rural Development Ministries of Centre and State Governments. In the first phase of the project, between 2005 and 2009 the project established

  • Seed processing and storage infrastructure to cover 422 villages in 25 districts
  • 50 nurseries in 50 villages of 12 Districts to produce seedlings of horticulture and forestry species
  • Establishing 20 commercial silkworm Chawki Rearing Centres in 8 districts of Karnataka State.

In the second phase (2010 to 2014), the extended project comprising six seed processing Units in six districts involving 1200 farm families, 40 shade net houses for producing vegetables, involving 800 farm families and 300 value addition units (for agricultural crops) involving 600 farm families were completed. Over-all, 7633 farm families have benefited from this special project. This released the dependence of farmers on government or private agencies for timely and quality seed requirements.

Environmentalist

Prof. Mahadevappa developed a biological, eco-friendly Integrated Parthenium Weed Management (IPWM) Technology, a boon for curtailing the invasive Parthenium menace.

He organized the First International Conference on Parthenium, at UAS, Dharwad, Oct 1997.

In commemoration of Padmabhushan Dr. M. Mahadevappa Sir, Former Vice Chancellor University of Agricultural Sciences, Dharwad, Karnataka

I am, Dr. Shailaja D. Naik, former Dean College of Rural Home Science UAS, Dharwad, find me to be fortunate to express about our Hon’ble former Vice Chancellor of UAS Dharwad, Padmabhushan Dr. M. Mahadevappa sir and how I grew working in his guidance and association.

It’s an opportunity and my fortune that we got acquainted with Dr. Mahadevappa sir, when he graced as Vice Chancellor of University of Agricultural Sciences, Dharwad in 1994. Since then, till two and a half decade (2019) I was in touch with sir and Madam Sudha Mahadevappa, either personally or online.

He was a renowned multifaceted person, a rear combination of simplicity, accommodative, co-operative, understanding, encouraging, supportive with foresight and above all a great human being.

Throughout his association, I found him to be an efficient and effective administrator who contributed a great deal in the all round building and progress of our University, be it faculty programme or creating infra structure facilities by getting funds from Indian Council of Agriculture Research, New Delhi and Central or State Government.

As my knowledge goes the work initiated by Mahadevappa sir was always executed successfully and completed. He focused on strengthening the man power of the University by recruiting and filling up the vacant posts. I am one of such beneficiaries who were recruited as Professor of the University (1996), and this process was completed by nominating the ‘Head of the Department’ along with others. I understood then, the work initiated by Dr. Mahadevappa sir is always concluded.

Dr. Mahadevappa sir concentrated on the involvement of students in various academic and co-curricular programmes and strived hard to provide them a very comfortable study atmosphere. At the same time he rejuvenated the selection of the teacher for ‘Best Teacher’ Award, where the alumni of the college used to vote and the highest voted teacher was awarded this title. It is my pleasure to state that I am recipient of this award and received the certificate in the convocation, 1998. This award along with the CV was one of the yard sticks to get nominated for 3 months academic staff training at Asian Institute of Technology, Bangkok, Thailand under FAO fellowship during 2000. During his reign, opportunities for the scientists were innumerable and sky was the limit to grow. The first International visit took me a long way to complete my Post Doctoral Programme as Common Wealth Fellow twice, at Manchester (2004) and Scotland (2008).

Innumerable development activities and programmes were executed in the University that focused at National and International levels. We observed the ‘Old Auditorium’, next to our department being always crowded and graced with guests, invitees, delegates, visitors, staff and students participating in series of programmes, creating a festival atmosphere in the University campus.

He was the pioneer to initiate several programmes in the University related to academics, research, extension or co-curricular activities. The first AGRIUNIFEST organized by UAS Dharwad is memorable and cherished, till date; Parthenium weeding day, Inter Institutional Collaborative Research, recognizing UAS Dharwad as Examination Centre for NET examination and many more even after he completed his tenure as Vice Chancellor.

In order to strengthen the infra structure and facilities of each department he encouraged and supported the scientists to write externally funded research projects and proposals to conduct Summer and Winter Schools. Because of his support, I succeeded in getting sanctioned the 10 days Summer School on ‘Garment Decorations’ by the Council and conducted successfully. I was also Principal Investigator for the externally funded research project ‘Tribal (Lambani) Costumes of Northern Karnataka’ sanctioned by ICAR, New Delhi, in 1997. There after I continued to organize 3 Summers Schools as Course Director consecutively during 2005, 2006, and 2007 on various subjects of Textile and Apparel Designing sanctioned, sanctioned by Council.

Being Vice Chancellor of the University, he personally visited our college to inspect the departments, laboratories, class rooms and other basic facilities necessary for the students and the staff. He always made it a point to discuss with the staff members to listen and to understand their problems. He was very good in grasping and catching the objective of the person at the opening of his sentence itself and always guided for positive approaches to overcome the limitations.

In spite of busy schedules, he attended and graced all the academic and cultural functions of the College of Rural Home Science, Dharwad along with Smt. Sudha madam. I am pleased to state here that Madam Sudha Mahadevappa is also as simple humble and down to earth human being as that of Dr. Mahadevappa sir. I never missed any chance to meet both of them whenever they visited Dharwad.

He always encouraged the staff to take up any initiatives according to their calibre and interest in view of strengthening the institution. With his encouragement I published second book on ‘Folk embroidery and Traditional Handloom Weaving’ in 1996, soon after publishing the first book ‘Traditional embroideries of India’ in 1995. Because of his strong guidance another book on ‘Surface Designing of Textile fabrics’ was published in 2005, after I completed my Commonwealth Academic Fellow training at Manchester 2005.

Sir advised us to help and render our service in the University in spite of not being on the organizing committees, while conducting all types of academic, research, extension and co-curricular activities of the University that used to take place in the old auditorium, next to textile department. This we followed and extended our help and assistance without asking for till my retirement. It has become the foundation of our life.

He directed us to build integrity among all the departments and constituent colleges, further advised us not to say ‘No’ to any work, assignment or responsibility assigned by the University. And because of his golden words, I could work as professor, HoD, DSW, University Librarian, Dean (PGS), Dean (HSc.) Chairman and Co-Chairman of several committees, Staff advisor, Chief Warden (Ladies hostel), NSS Programme officer, and many more. During his reign many of us learnt to say ‘Yes’ for all the additional work and assignment of the University, where our CV automatically got updated. We never looked into the ‘Score Card’, which came later as a yard stick to evaluate the ‘work done’ of the faculty. He always guided us to work sincerely and selflessly. He taught us to be dedicated, determined and good decision makers.

His hard work and broad vision brought several laurels to the University. Thus, he is the first Vice Chancellor who served the University for two terms (1994-2000).

I always remember him as a man of simple living with high thinking; the language in his deliberations, speeches or addressing the gathering used to be very simple, understandable, to the point, direct, and reaching a common man. Mahadevappa sir occupied the chair of Agriculture Scientist Recruitment Board, ICAR New Delhi during 2002, where he opened new vistas for the scientists of UAS Dharwad to work on panels. I was again fortunate to be on the panel of recruitment of scientists, which expanded my sphere of experience and knowledge.

By observing I learnt valuable instinct from Mahaevappa sir that even today I continue to maintain a small pocket diary that lists the work to be completed each day, on priority.

I was lucky to work under the administration of this great personality Padmabhushan Dr. M. Mahadevappa sir. I have great respect for him and it doubled when I watched one of his interviews in Kannada channel where he mentioned that ‘He is not in any controversy’. I found him to be a contented person, who rendered his service to the society at large, very satisfactorily.

I thank profusely for giving me an opportunity to express my views about Padmabhushan Dr. M. Mahadevappa sir.

Thanking you,
Best Regards,

Dr. (Smt.) Shalaja D. Naik

In Memory of my dear friend Prof Mahadevappa

The umbilical cord of Prof Mahadevappa with me is from his small stint in CFTRI in 1960's and in 1972 when I was a student and later in 1980s when I returned to India to CFTRI. His close association with me was during the 1990s and we had exchanged a large number of letters and he was a regular member of many committees at CFTRI. I took over as Director of CFTRI in 1994 after which I had invited him on a number of occasions to CFTRI and his Lectures were down to earth and practical. In the early 2000s he delivered the CFTRI Foundation day lecture to a large audience. We have also shared many memberships in committees globally and nationally and especially under the chairmanship of Prof Swaminathan in many meetings in Delhi, Bangalore and Chennai and Hyderabad. His vast knowledge of the subject in the area of Agriculture as related to Postharvest Technologies always attracted my attention. His passion for Food Science was as much as Rice breeding or agriculture. He stood as a monolithic not only for Rice but of different crops and focussed where one needs to move rapidly in Science before other countries catch up was his mantra! His patriotic nature always impressed me. No wonder he was decorated with both Padma Shri and Padmabhushan by the President of India. His multitasking was a great gift he had and very straightforward in his actions and conversations. He kindled deep Interest in the diversity of agricultural resources in India and looking at how India can capitalise on it was his favourite talk whenever we met almost every week in our travels to Delhi and back to Bangalore. He served as Research Council member of RC of many Institutes and CFTRI was one of them.

As years moved on I started reading his writings in Kannada and it was very much down to earth and touched the daily life of the farmer. His love to the farmer perhaps was more intense than his own family and always felt it was our duty to serve the Annadaata. He was very passionate about it. Our favourite topic for discussion normally either on phone or in airports or in meetings was how can food and agricultural science reach the farmer? As I retired in 2011, I joined JSS Mahavidyapeetha as Director of its Management College and Prof Mahadevappa was Director of Agriculture at JSS already but used to travel from Bangalore frequently. With our Offices close by, his frequent visits were not complete to Mysore without coming to my office for a cup of tea and vice versa for me too! We used to discuss our families and how Children and grandchildren are growing up and the family expanding. He always complemented his wife and children for the continuous support they gave throughout his life.

One incident that comes to my mind is the trip to Suttur as the Suttur Jaathre( annual Festival) was on. Prof Swaminathan was invited as the Chief Guest from Chennai and both myself and Prof Mahadevappa were to accompany him to Suttur. We all travelled together to Suttur in the same car.On the way a number of farmers had spread their crops on the road for threshing by the rubber tyres of vehicles and then winnowing them down to recover the grains. Prof Mahadevappa said. "Here are three top Leaders in Agriculture and Food Science in a vehicle and the farmers are struggling to harvest their crop by modern methods but depend on Vehicles." Such was his concern for the farmer and was deep. Naturally I was moved indeed for his compassion to the farmer. He was always fond of his nostalgic student days in Mysore.Once he took me personally and showed me the Hostel of JSS next to RTO office in Mysore where he stayed during his early education days. Coincidentally he decided to stay very close to it near Ballal Hotel after he moved from Bangalore in an apartment.

As days passed by he was not travelling much and I had a small office in Mysore, in Vontikoppal and he even visited my office once and we had a long chat during 2018. He was not well but maintained his communication with friends. It was during 2020 the year of COVID when he was going down his health, I had a strange request for him. That was, I wanted to Nominate him for the Lifetime achievement Award of Karnataka Science and Technology Academy( KSTA). He initially said that he has no energy to make a document but I said please send me whatever you have, we will put it together. He requested his daughter to complete the proforma and send it to me for nomination to KSTA.I received and forwarded immediately to KSTA. For a while I forgot when One fine day Dr Ayyappan, Chairperson of KSTA called me and said that the committee has selected Prof Mahadevappa for the 2019-2020 Lifetime achievement Award. I was so happy and conveyed it to Prof Mahadevappa immediately. He thanked me profusely but internally I was so happy that Karnataka Academy had recognised an outstanding personality from amongst its son of the soil who richly deserved it. Since he could not go to the award function at Bangalore and COVID period, I was touched when I learnt that Prof Ayyappan personally went and handed the award to Prof Mahadevappa at his home. Here was the People's award to Prof Mahadevappa who received it at his home which he richly deserved. As fate took over, next day he left for his heavenly abode journey making the award an immortal one and he raised the stature of the award itself.

My telephone still had Prof Mahadevappa in it listed and I did not want to erase his name. Today the 30th of November 2021 his telephone rang at 8.30 PM and I picked up immediately as it still flashed his name, and here it was Mrs Mahadevappa who spoke softly and after a few words of recollecting Prof Mahadevappa life, she requested me to write about Prof Mahadevappa and send it to his daughter and I wasted no time and finished writing about my dear friend and mailed it immediately. That's what we have learnt from Prof Mahadevappa.! I will stop here and give my deepest regards and salutes and tributes to Prof Mahadevappa, a very unique person whom I have met in my life and his memories will stay lifelong as a true friend.
